This appliance(reg-NYL 712Y)was from 1983 and was delivered new to the Fire Service College at Morton-In-Marsh in Gloucestershire,England.Its a Shelvoke & Drewry WY/Carmichael/Magirus DL30E 100ft Turntable Ladder.

Couldn't we lumber it up, with all kinds of lockers, Ground Ladders, Pike-Poles, & etc ?

Apparently with this particular type of Magirus ladder you can't fully depress because of the 'box' by the base of the ladder!

The "box" looks like a it may most probably be a generator. In Germany it is commonplace to attach a generator to the turret of a lot of turntable ladders. BUT they are usually on the right side - presumably to avoid the exact same problem you spotted on this example!
Before radios became available, it was quite common to hang a bicycle there. One fireman could then pedal back to the fire station if it was necessary to sound a second alarm...
