Hello Chris,yea this was a 1982 Ford Cargo 1011/VMW Commercials Emergency Tender of the States of Guernsey Fire Brigade.No11 in their fleet as it states on the side of vehicle behind the cab.

This appliance was originally a pump water carrier, but the tank, pump and lockers were found to be too heavy for the chassis. Consequently, they were refitted onto a stronger Ford Cargo 1313 chassis, and the original chassis
was converted, by VMW Commercials, into an ET, as depicted.

How odd that a fire engine builder would not take into account the GVW of a chassis they were using to construct a fire appliance. The Cargo was a worthy successor to the D series, but never saw much use as a fire appliance, while the D series did gain a fair amount of popularity.

The exception is Brazil, where Cargo fire trucks are quite common, some with very nicely integrated tilting crew cabs.
