This is a Leyland Daf van. Most HKFSD van vehicles such as Canteen Van and Light Rescue Units in the 1980s-1990s are using the Leyland DAF vans.

This is, in fact, a Freight Rover 300 series. If you take a closer look at the front grille, you can make out the characteristic Freight Rover badge. The reason it looks a lot like a Leyland DAF is because the first vans to be produced under that name (the 400 series, if memory serves) were built on the Freight Rover 300 chassis.
