April question: Yes, they are European style foam induction equipment. This version looks like it is too rotund to fit in the lockers, so it has to be carried on the roof.
January mystery: The pump is rear mounted; the controls are behind the lift-up panel with the small window in it. Not all Russian pumpers of this kind had a window in the access panel, and it is not clear why some of them did. The inlet is for suction, and was usually fitted with a two-way collector if the crew were using a hydrant. The small diameter suction hoses carried in the tubes on the roof were used for hydrant access, in case of low pressure in the water main.
