This is a Hino FM fire pumper.Bodywork by local fire bodyworks manufacturer.Fleet number 239.Possibly the 'Dinas Pemadam Kebakaran'(fire department) new appliance.The appliance can accomodate 6 firefighter(including 1 officer and 1 driver)-refer to the helmets which is placed at the dashboard

It is not uncommon in Jakarta for crew members to use the side ladder to ride on the roof when responding, even if their truck has a crew cab like this example...
