This looks a lot like the machines that were being made by Knaust and other manufacturers in Austria in the late 19th century. It is possible that other manufacturers around Europe were making similar designs. It would be drawn by 2 horses and pumped by probably about 8 to 12 men.
I recently visited the museum in Helsingör, and along with the appliance there was a sign saying that it was made in 1888 by a company called Hassel and Teudt in Copenhagen.
