This tiller is one of ten aerials in this city of 640, 000. Portland runs a mix of different aerial configurations to address variations in their response areas.

This is quite a common practice in some cities, not least New York. Others, including San Francisco and Los Angeles, are all tiller - while many, like Boston and Chicago, have none at all.
