In addition to 80 large full-time fire stations, Tokyo has 206 community volunteer fire stations, equipped with van or pickup truck based mini pumpers like this.

They respond by the handful when alarms come in, and focus on preventing fire spread in the often congested suburban areas, which have narrow lanes and tend to be jam packed with mainly wooden structures.
