Hi Pat,
The right hand end is going down and the part near the rear truck is going upward. It is a engine still needed for cities with tiny streets in the centre.

Now, that we are all trying to figure out how it works....how do you get a higher angle of elevation, for the ladder?
I am assuming that the Right-Hand end , in your photo, is the part that goes upward.
