THERE IS ONE RELAXATION VAN BASED IN EACH DISTRICT (10)
THEY ARE USED DURING LONG INCIDENTS, THE STAFF CAN USE THE VAN TO RELAX, TAKE SHOWER, GO TO RESTROOM AND SIT DOWN.
THESE VANS ARE ALSO USED DURING BIG CROWD EVENTS IN TOKYO, CONCERTS, FESTIVALS, DEMONSTRATIONS, THE STAFF CAN THEN CLIMB ON THE ROOF TOP AND HAVE AN OVERVIEW OF THE EVENT AND STAY FOR A LONG TIME ON THE SCENE.

I wonder why they don't just use a standard Isuzu NQR medium bus from the factory, or a similar sized Mitsubishi or Toyota, with a refitted interior, rather than this rather boxy custom job.

FDNY operate what they call major incident units, which have same rest and relaxation role for department personnel working at lengthy incidents, but these are simply refitted and repainted buses which have been retired from the municipal transport fleet.

Many large German city fire departments also do the same.
